Rozhovor s primátorkou hlavního města Prahy Adrianou Krnáčovou

Adriana Krnáčová je od listopadu 2014 v pořadí 22. primátorkou hlavního města Prahy. Zastupitelkou hlavního města se stala v říjnu 2014. Od března do listopadu 2014 zastávala funkci náměstkyně ministra vnitra ČR. V letech 2001 až 2007 byla výkonnou ředitelkou české pobočky mezinárodní organizace Transparency International.

Vystudovala vědu o výtvarném umění a jazyky na Filozofické fakultě Univerzity Komenského v Bratislavě. Absolvovala kurz analýz a implementace strategií na University of Michigan ve Spojených státech amerických a na DePaul University v Chicagu získala titul  Master of Business Administration (MBA).

V letech 1991 až 1995 byla ředitelkou Soros Center for Contemporary Arts (Sorosova centra pro současné umění) v Bratislavě. Mezi lety 1995 až 1998 byla spolumajitelkou a jednatelkou firmy Makum. V letech 2007 až 2009 byla zaměstnána jako ředitelka komunikace a členka vedení v české pobočce společnosti Johnson & Johnson a v letech 2009 až 2014 byla jednatelkou a majitelkou firmy BlueOceanSolutions.

S primátorkou hlavního města Prahy Mgr. Adrianou Krnáčovou,  MBA, vedl rozhovor pro České novinky1.eu JUDr. Svetozár Plesník.

ČN: V posledním období jste hodně skloňovala problematiku konceptu chytrého řízení města tzv. smart city. Jaké projekty konkrétně připravujete?

AK: Máme schválenu koncepci Smart Prague 2030 s šesti klíčovými oblastmi, ale nutno říci, že tzv. smart cities je především o sběru dat, jejich vyhodnocování a následném využití k lepšímu a efektivnějšímu řízení města. Samozřejmě to má především lidem zlepšit podmínky pro život ve městě tak, aby lépe zaparkovali, rychleji městem projeli, rychle a jednoduše si z domova vše vyřídili s úřady nebo aby pro ně byl pobyt ve městě příjemný a rádi by ve veřejném prostoru zůstávali. V rámci městské společnosti Operátor ICT máme funkční projektovou kancelář, která pracuje na konkrétních projektech a jedním z těch nejdůležitějších je právě vytvoření datové platformy. Další, které už byly schváleny Radou hl. m. Prahy, se už v pilotním projektu realizují. Jde například o chytré koše, které stlačují odpad a podávají informaci o naplněnosti nebo chytré lavičky, na kterých bude nejen možné se připojit na Wi-Fi nebo dobít telefon, ale budou také informovat o kvalitě vzduchu nebo poskytovat důležité informace v případě hrozícího nebezpečí.

ČN: Některé politické subjekty a hlavně opozice Vás kritizuje za spolupráci s Čínskou lidovou republikou. Co Praha spoluprací s Čínskou lidovou republikou získá?

AK: My jako Praha spolupracujeme s Čínou na úrovni měst. Jedná se o různé oblasti, kdy například v dopravě jsme získali přímá letecká spojení s čínskými městy, probíhá spolupráce mezi zoologickými zahradami nebo třeba realizujeme výměnné pobyty studentů. Také pražská záchranná služba bude předávat zkušenosti a know-how v oblasti leteckého záchranářství svým šanghajským kolegům, protože v této oblasti jsme o mnoho napřed. My se zase od Šanghaje chceme učit tomu, jak správně ve městě využít chytrá a moderní řešení. Můžete vidět, že se jedná o zajímavou spolupráci a rozhodně ne o takzvané směřování na východ. Praha má řádu partnerských měst, a to jak v těch, která nám jsou geograficky a historicky blízko, jako je třeba Vídeň, nebo těm vzdálenějším, mezi které patří třeba Chicago, které jsem nedávno i oficiálně navštívila.   

ČN: Jaké jsou Vaše letošní priority a jaké další plány hlediska rozvoje Prahy chystáte?

AK: Jsem ráda, že se nám daří velmi rychle posouvat velké a strategické projekty, jako je příprava stavby metra D, Radlické radiály propojující dálnici D5 s Městským okruhem nebo dostavba Pražského okruhu, který spojí brněnskou a hradeckou dálnici. Ten sice není naší stavbou, ale našli jsme způsob, jak přípravy o dva roky urychlit a koupíme pozemky potřebné pro výstavbu na náklady města. Tyto projekty mají jedno společné, a to, že se mají všechny začít realizovat už v roce 2019. Orientujeme se ale i na veřejný prostor. Snažíme se měnit město, aby se v něm lépe a kvalitněji žilo. Jsem ráda, že se daří oživovat třeba Výstaviště, které dlouhou dobu neplnilo svůj účel, ale teď se mění v místo, kam se dá vyrazit s rodinou. Opravili jsme Lapidárium, spustili letní kino a během léta uvedeme do provozu griloviště. Schválili jsme podobu nové vstupní brány a hotová bude příští rok, kdy vznikne i biotop. Navíc, a to mi dělá velkou radost, v sousední Stromovce začala rekonstrukce Šlechtovy restaurace, které bude navrácena zašlá sláva, a doufám, že se znovu stane jedním ze symbolů Prahy. Pokročili jsme v přípravě revitalizace Václavského, Malostranského, Karlova a Palachova náměstí. Začne také revitalizace náplavek. Po skončení letní sezóny začneme s rekonstrukcí kobek na náplavce na Rašínově nábřeží s tím, že další nábřeží přijdou na řadu ihned poté. Má vize je, aby byly náplavky místem se zajímavou kulturní nabídkou, kde se budou Pražané setkávat po práci.

ČN: Letos budou parlamentní volby. Na Magistrátu hl. města Prahy  vládnou společně ČSSD a ANO. Ve volbách si budou velice silně konkurovat. Myslíte, že táto koalice vydrží do voleb 2018?

AK: Já osobně tomu pevně věřím. Myslím si, že jsme se všichni dostatečně poučili ze situace, kterou jsme tady měli před rokem, kdy jsme po dobu několika měsíců fungující koalici neměli. Je před námi ještě hodně práce, kterou chceme do voleb stihnout. Samozřejmě nebudu zastírat, že jsou situace, kdy máme na určitou věc jiný názor než koaliční partner, ale to je myslím normální. Já osobně se na rozbíhající se kampaň před parlamentními volbami nezaměřuji a věřím, že dění v Praze příliš neovlivní.

ČN: Mátě velice odpovědnou funkci a velice široký rozsah působnosti. Jaké máte koníčky a jak relaxujete? Kam v Praze nejraději chodíte?

AK: Volného času sama pro sebe mám opravdu velmi málo. Když to jde, snažím se chodit běhat. Místem, které jsem si úplně zamilovala, je Stromovka. Dokonce když jsem se naposledy stěhovala a hledala jsem bydlení, tak jsem hledala hlavně tak, aby to do Stromovky bylo blízko. Nicméně těch míst je mnohem více. Vlastně je to prakticky celé město. Praha je nádherná, a to neříkám z pozice primátorky, ale z pozice člověka, kterého před mnoha lety Praha učarovala, a vybral si ji k životu.

Interview with Prague Mayor  Adriana Krnáčová

Adriana Krnáčová has been the 22nd Mayor of Prague since November 2014 and representative of the Prague City Assembly since October 2014. From March until November 2014 she held the function of Deputy Minister of the Interior. In the period from 2001 until 2007 she was the executive director of the Czech branch of international organisation Transparency International.

She studied art history and languages at the Faculty of Arts of Comenius University in Bratislava. She completed a course on strategy analysis and implementation at the University of Michigan in the USA and acquired the title of Master of Business Administration (MBA) at DePaul University in Chicago.

From 1991 through 1995 she was the director of the Soros Centre for Contemporary Arts in Bratislava. Between 1995 and 1998 she was employed as the director of communications and member of the board at the Czech branch of the company Johnson & Johnson, and from 2009 until 2014 she was the owner and executive of the company BlueOceanSolutions.

This interview with Prague Mayor Adrian Krnáčová was conducted for České novinky1.eu by Dr Svetozár Plesník.

ČN: You have brought up the issue of “smart cities” a lot recently. What specific projects are you preparing?

AK: We have approved the concept of Smart Prague 2030 with six key areas, but it’s worth saying that “smart cities” is primarily about collecting data, evaluating it and then utilising it for better and more efficient city management. Naturally it is meant above all to improve the conditions for life in the city so that people can park better, pass through the city faster, deal with authorities more quickly and simply from home and so their stay in the city is pleasant so that they want to remain in public space. Under the municipal company Operator ICT we have a functional project office that works on specific projects, and one of the most important is the creation of a data platform. Other projects already approved by Prague City Council are presently being implemented in a pilot project. These include smart waste bins which compact trash and provide information on how full they are and smart benches where it is not only possible to connect to Wi-Fi or charge one’s phone, but which also provide information on air quality and potential dangers.

ČN: Some political entities and above all the opposition criticise you for cooperating with the People’s Republic of China. What does Prague gain by working with China?

AK: We as Prague work with China at the level of cities. This includes various areas – for example in terms of transport we have gained direct flights with Chinese cities, there is cooperation among zoos and we are realising student exchanges. Prague’s emergency services will also be passing along experiences and know-how on air rescue to its colleagues from Shanghai, because we are quite a ways ahead in this area. From Shanghai we wish to learn how to make proper use of smart and modern solutions in the city. You can see that this cooperation is interesting and in no way does it entail a shift towards the East. Prague has a number of partner cities, both among those which are geographically and historically close, such as Vienna, and those that are more distant, for example Chicago, to which I even recently paid an official visit.

ČN: What are your priorities for this year and what plans are you preparing in terms of the development of Prague?

AK: I am glad we are managing to successfully advance major strategic projects such as preparations for building the D metro line, the Radlice Radial Road connecting the D5 motorway with the City Ring Road, and completing the Prague Outer Ring Road to connect the motorways to Brno and Hradec. While this is not our construction work, we have found a way to accelerate preparations by two years and we are buying the land required for construction at the city’s expense. What these projects have in common is that they are all to be realised as soon as 2019. However we are also focused on public space. We are attempting to change the city so that life in it is better and of higher quality. I’m glad that we are seeing success in revitalising, for example, the Exhibition Grounds at Výstaviště, which have long not been fulfilling their purpose, and now they are changing into a place where you can set out with your family. We repaired the Lapidarium, launched an open-air cinema and during the summer we will put a grilling area into operation. We have approved the appearance of a new entrance gate and it will be ready next year, with a nature habitat also coming into being. What gives me great pleasure is the fact that renovations of the Šlechta Restaurant have begun in neighbouring Stromovka Park, and it will soon be returned to its former glory and I hope once again become one of the symbols of Prague. We have made progress in preparing the revitalisation of the squares Václavské, Malostranské, Karlovo and Palachovo náměstí. Revitalisation of the city’s riverfront will also begin. After the summer season ends, we will start renovating the cells on the Rašínovo nábřeží embankment, with further embankment stretches to follow right after. My vision is for the riverfront to be an area with an interesting cultural programme where Prague residents will meet up after work.

ČN: There will be parliamentary elections this year. ČSSD and ANO govern together at Prague City Hall. In the elections they will clash strongly. Do you think this coalition will last until the 2018 elections?

AK: Personally I firmly believe in it. I think we have all learned sufficiently from the situation we had here a year ago, where we lacked a functioning coalition for several months. There is a lot of work still before us that we want to get to before elections. Of course I won’t pretend that there aren’t situations where we have a different opinion on a certain matter than a coalition partner, but I think that that’s normal. Personally I am not focused on the campaign getting underway for the parliamentary elections and I trust that it will not influence events in Prague overly.

ČN: You have a highly responsible function and a broad range of powers. What are your hobbies and how do you relax? Where do you like to go in Prague?

AK: I truly have very little free time for myself. When it’s possible I try to go running. A place I’ve completely fallen in love with is Stromovka. In fact, the last time I moved and was looking for a home, my main priority was for it to be close to Stromovka. Nevertheless there are many such places. Actually it’s essentially the whole city. Prague is gorgeous, and I’m not saying that from the position of mayor but from the position of a person whom Prague enchanted many years ago and who chose it to live in.
